Get a wastelander from around the monument in San Fran. make sure it's a big gunner. Do caravans with it during double exp week and have them shoot rockets at militia during tc. If a couple of us does this we might be able to counter the militia spam.
Important to have a wastelander with atleast 8 agility and 8 endurance.

You need 70 party points, getting 100 speech and the Magnetic Personality Support perk will get you there on any char
