Rockets launcher is a crouwd control weapon.
This means it should be used to push players more than dealing damage to them.
First thing, the two types of rockets are usefull, so don't sell away your explode rockets to an NPC.
The AP rocket has more armor penetration and thus more damage BUT it also has a smaller explode radius than the explosive rocket.
Second, ask yourself where, then how you will use the weapon.
For a TC in modoc, take only AP rockets, you won't be able to hit more than two targets at a time anyway. If you plan on staying outside, AP rockets are the only ones you should have in inventory.
For a toilet TC or a TC in Broken Hills you may take some explode rockets, you will be shooting through doors and windows and you want the maximum radius to hit targets you don't see. Same for Reno actions, the more radius the best. As soon as it involves buildings and narrow spaces, explode rockets is a good choice.
In addition to the Rocket launcher, every fighter needs to carry a secondary weapon. The best is gatling, if you have only stonewall targets, pull out the gatling for much greater damage output. If you are low level, lsw is still better than a rocket hit. Small guns is also a good choice, to be able to use XL and pancor at close range (the damage is better than lsw if you don't have MRD) and the grenade launcher.
You need the quick pockets perk, it lowers the reload AP cost to 1 AP instead of 3 AP (yeah I know you think it's 2 AP, but in RT reloading takes 3 AP).
To shoot three rockets without the perk cost: 6+3+6+3+6=24 AP
And with the perk it costs: 6+1+6+1+6=20 AP (20% faster)
You won't be very effective without. This perk also works for weapon switching from inventory (2 AP instead of 6 AP).
You will be even more effective with an Action boy. (The AP regen time is the same, no matter how many AP you have, got it?)

Depends on the situation:
-In a line VS line at long range you need to shoot just behind the target, to push him toward burster range. Two well placed rockets with the right timing cam make a dude fly ten hexes away from his line, just call a focus and he's fucked.
-In a corner situation you shoot so that the guy dumb enough to peak slides in the middle of the street. If you cannot do that, or if you consider the action too risky, shoot him right in the face, don't use hexshooting, just click on the guy.
-During a rush (attacking) try to spot the aim shooters or bursters, they are all packed behind most of the times. Shoot an explode rocket in the middle of them, prevent them from shooting. You need to create a panic situation for the snipers in position. If you can make them run back, they don't shoot and you buy time to your team mates.
-During a rush (defending) shoot in front of the rushers to push them back, you want to keep as much distance as possible between you and crazy hexers. If they rush out of a corner don't shoot right away, wait for the bursters to show up, use AP rockets in this case.
-If you want to hit players through a wall (sounds silly but you can) use the explode rockets.
-In a close range situation, shoot the guy like as if he is rushing, keep the distance.
-If a friendly is being rushed by a hexer, dont shoot in front of him, you will hit your friend, don't shoot behind as well, you will push him to hex range faster than if he were running. Shoot on his sides to make him fail his hex without hitting your team mate. Ap rockets are better for that, they are more accurate, But grenade launcher has more shots.
-If you know someone is hidding next to a door, a window, or in a little room, load explode rockets and spam like a retard. Stop shooting when the bursters enter to deliver the final blow.
-If a friend is running after a guy for hex, shoot him in the face to make him slide right into you friend's hex.
-In a close range situation, it's good to shoot the guy so that he get stunned against a wall, he won't fly away of pancor range and be easy to click.
